Riders may use a horse without the restrictions of ownership for Non Pro classes as defined under Non Pro Conditions.  Riders must not have earned in excess of $200 NRHA lifetime earnings, all categories, at the start of the NRHA year.  This does not include money earned in youth classes.  Riders must not have earned more than 50 points in NRHA sanctioned Youth competition.  Horses are to be shown one handed.  Rookie Reining is not to be run concurrent with any other NRHA class except Prime Time Rookie.

Rookie reining can only be ran concurrent with Rookie Level 2 or Prime Time Rookie. In order to offer Rookie level I, Rookie level II must also be offered.

Rookie Level 2 – Open to any rider holding a valid NRHA Non Pro card who has earned less than $500 in lifetime earnings in all NRHA categories except 3, 7 and 9 or 100 youth points (excluding points earned in the 10 & Under Short Stirrup class).  Riders may use a horse without the restrictions of ownership for Non Pro classes as defined under Non Pro conditions.  Horses are to be shown one handed. Proposed Change:

I. Added Money

            (7) Rookie I class must be a jackpot.

            (8) Rookie II class added money must not exceed $100

Renumber subsequent rules.

Intent of Proposal (include additional pages as necessary):

Riders earning out of Rookie has been a concern. With this system the beginner Rookies are still protected while those that earn out of Rookie, but are not quite a Limited rider yet, still feel that they have a place to be competitive.  The Rookie of Year qualification process will be done through the Rookie II level.
